 Post subject: Replaced fuel tank

So I've had my rattler sitting for a couple years and finally pulled it out of storage. I cleaned the carb, replaced the fuel lines and fuel filter, then finally found large (nickel size) pieces of rust in the tank. To be safe, I replaced the tank with a new I new from scooter lounge. The new tank is plastic and shouldn't have a rust issue. The old tank had a tube coming off the top, maybe vacuum, and the new tank doesn't. I left this tube open, got gas primed all the way through the carb, and finally got it fired up. When I did, the idle was ROARING! The tire was spinning fast and I couldn't get the idle down with either the black knob on the carb (idle speed?) or the brass screw next to the knob (fuel/air mix?). My question is: what was the tube and is my screwed up idle because it is now open to atmosphere? If so, what should I do with it?

Also, as a side note now that I've monkeyed with the screw and knob on the carb, any tips on tuning with these two adjustments? Thanks!!
